The Milken Institute Index is an annual publication that assesses cities' ability to utilize resources effectively in order to foster economic growth and ensure access to vital services and infrastructure necessary for prosperity.

The key factors considered within the Index encompass job creation, wage growth, and the expansion of the high-tech sector. Starting in 2021, the Index has expanded its evaluation criteria to incorporate indicators of housing affordability and broadband accessibility, thereby capturing the extent to which residents can access economic opportunities within these cities.
